In Italia esiste il diritto-dovere all’istruzione e alla formazione che inizia a 6 anni. Il sistema nazionale d’istruzione è rappresentato dalle scuole pubbliche e private.
La scuola dell’obbligo è strutturata in due cicli di studio: il primo è costituito dalla scuola primaria e dalla scuola secondaria di primo grado (vedi paragrafo “Primo ciclo”); il secondo ciclo comprende il sistema dei licei e quello dell’istruzione e della formazione professionale (vedi paragrafo “Secondo ciclo”).
Tutti i percorsi del secondo ciclo permettono di accedere all’Università.
Asili nido are open to all children from 3 months to 3 years old. They last 3 years and it can be Council run or private.
In order to register children with a nursery, it is necessary to submit the admission forms to offices decided by each Municipality at specific times of the year (for further information check link below). One or more nurseries can be chosen on the form in order of preference and selected depending on the place of one’s residence or work. The application will be assigned a score according to parental working situation, the presence of more dependant children and potential social and health issues. A list of the admitted children will be then issued.
State nursery fees are proportional to a family’s income, while private institutions establish their own fees independently.

Starting from school year 2007/2008, a new childcare service, the Sezioni Primavera, has been introduced. These are nursery classes associated with scuole dell’infanzia (see below) for children from 24 to 36 months: they aim to link asili nido and scuole dell’infanzia. They are commonly called raccordo and each school can provide information regarding admissions.
Children who have reached the 3rd year of age before the 30th of April of the relevant school year can apply for scuola materna or scuola dell’infanzia. This nursery for children from 3 to 5 years old last 3 years and can be run by municipalities, the State or it can be private. In order to register a child with a scuola dell’infanzia it is necessary to contact the Dipartimento dei Servizi Scolastici (school services office) of the local Municipality; for all other cases one should contact the administration office of the school in question. The names of children admitted to State scuole materne will appear on a list.
Fees for Municipality or State run scuole materne will depend on a family’s economic situation, whereas private nurseries will decide their own fees independently.

Primary or elementary school
Registering a child for primary school is compulsory at 6 years of age and discretional at 5 and a half years (children who turn 6 before 30th of April of the relevant school year can register for primary school). Primary school lasts 5 years. To access complete information regarding the primary school it is necessary to contact the direzione didattica (the main administration office) of the relevant school (whether State or private).

Scuola secondaria di primo grado or scuola media (1st level secondary school)
This is the next step up after primary school. Scuola media lasts 3 years. For further information one should contact the main administration office (direzione didattica) of the State or private school they wish to send their child to.

The second cycle is composed of licei and institutes for professional training. All schools enable access to university. It is possible to change school whenever one wishes and it is also possible to change specialization within one school.
In Italy there are several types of Licei: Artistic (with 6 fields of specialisation/areas of expertise), Classic, Human Science and Economic-Social, Linguistic, Music, Scientific and Applied Sciences.
Licei are subdivided into 2 sections of 2 years (2+2) in addition to a 5th of specialization and orientation to graduate studies. A liceo lasts 5 years, after which students will have to pass an exam which will entitle them to enrol to university and alta formazione artistica, musicale e coreutica (highly specialized courses of art, music and dance).
Technical training and education
Technical training lasts 5 years and meets the requirements of Italy’s need for experts in tourism, transport, manufacturing, building, agriculture and social activities. There are several specializations and levels of technical training. The main ones are: accounting and business, industrial technician, agricultural technician, surveyor, tourism technician.
Professional training lasts 5 years, but a first level of qualification can be obtained after the 3rd year. Both licei and istituti professionali end with an exam, and the qualification obtained allows one to enrol at University, Alta Formazione Artistica, Musicale e Coreutica – AFAM (highly specialized courses of art, music and dance), IFTS sistema di Istruzione e Formazione Tecnica Superiore (Advanced Technical Training and Education) (check following chapters).
Professional training (Istruzione e formazione professionale -IFP)
These types of courses lasts 3 or 4 years and enable acquisition of a professional qualifications recognized all over Italy and Europe. The practical orientation of these schools may be useful in getting a job.
If one has attended a 4 year course and also attended a fifth year of preparation for the State Exam, they will be able to enrol at university.
A 4 year diploma also enables access to the istruzione and formazione tecnica superiore.

The university system has 2 levels and every faculty includes:
-a first level lasting 3 years (Laurea Triennale)
-a second level lasting 2 years (Laurea Specialistica)
All people in possession of a diploma (whether from a liceo or a professional institute) can enrol at university.
Access to Italian universities is reserved for:
-EU or non-EU nationals resident in Italy (equivalent to Italian citizens);
- foreigners in possession of a valid residence permit living in Italy
- foreigners residing abroad but in possession of a student visa.
Those who have attended schools for a period of 12 years and have gained a qualification can enrol at university. If school has been attended abroad and for less than 12 years it is essential to present, in addition to the original secondary studies diploma, a certificate from the former institution stating that the student has passed all exams which he/she was supposed to sit:
-in the first year of university in case of an 11 year school systems;
-in the first 2 years of university, in case of a 10 year school systems.
Where and how to enrol
The enrolment form needs to be presented to the registry/administration office for foreign students between July and September.
In order to enrol, one must present the foreign qualification validated by the relevant Italian Consulate.
Available places are established by each university for each academic year and can be checked at the Ministry of Education, University and Research www.miur.it.
At the university’s discretion, the following qualifications can constitute preferential access to university:
- a diploma of Italian language and culture from the Universities for Foreigners of Perugia and Siena;
- a certificate of knowledge of the Italian language awarded by the III University of Rome or the Universities for Foreigners of Perugia and Siena;
- certificates of knowledge of the Italian language awarded by foreign institutions.
Study visas and residence permits:
Student visa and residence permits are renewed to students who:
-have passed a verifica di profitto (progress verification tests) during the first year of the course and two verifiche during the next few years.
-prove that they have had serious health problems (in which case one progress verification test is enough).
Renewals cannot be issued for more than 3 years after the official duration of the course.
It is possible to change faculty as long as the university has authorized the change.
It is also possible to request another renewal of the residence permit for reasons associated with study or to attend a specialization or Phd.
Fees and scholarships
Italian university fees depend on the universities themselves and on the selected faculty. For further information check the website or contact the helpdesks of the selected university.
Regions can allow free access to foreign students in serious economic conditions if documented. Foreign students can also be awarded scholarships, unguaranteed loans and accommodation. Universities in Le Marche

Some departments of the University of Urbino are located in Fano and Pesaro.

These are advance specialization courses in technical and professional subjects for training technicians in demand in the work market. They last 1-2 years and include internships and long traineeships. The IFTS courses are organized by regions and last 3 years.

Everyone in possession of a secondary education diploma or a professional and technical diploma awarded after a 4 year course can enrol for IFTS.
Admissions are also permitted to those admitted to the 5th year of a liceo and those not in possession of a secondary education diploma. The latter are subject to specific procedures to verify the skills acquired in previous study, work and training.
In order to continue your studies in Italy and begin post-graduate courses, it is necessary to enrol directly with the university or institute one wished to attend.
Universities/institutes independently decide on the recognition of qualifications as a result of their autonomy, bilateral agreements and international conventions.
The following documents need to be attached to the application form:
- photocopy of the secondary diploma, translated, legalized with declaration of validity from the Italian Consulate;
- photocopy of the Degree certificate, legalized and with the declaration of validity from the Italian Consulate (in case of enrolment on a specialist degree, a scuola di specializzazione or a specialisation course called a Master);
- certificate of exams passed, translated and legalized;
- programme of the exams passed;
- photocopy of an identity document or residence permit.
After having presented the application form and all the required documentation, the academic authorities will evaluate the qualification, declaring it fully or in part equivalent to the Italian degree. In the former case all exams will be validated, otherwise only a few.
The university has to make a decision within 90 days of receipt of the form.
Recognition of certain professional qualifications

Within 30 days of receiving an application, the relevant Authority will verify the documentation. Within 4 months of the submission of the application form or its integration, the Authority will recognize the title.
Professions and competent ministries for recognition
For qualifications in the medical and nursing field, jurisdiction belongs to the Ministry of Health. For solicitors, accountants, biologists, chemists, agronomists, geologists, engineers, psychologists, work consultants, surveyors, journalists, agriculture and industrial experts, jurisdiction belongs to the Ministry of Justice. For patent consultants and economic mediators the relevant ministry is the Ministry of Economic Development. For teachers it is the Ministry of Education, University and Research.
