A foreign person without the required documents cannot register with the National Health System but has the right to be treated at A&E departments or at health clinics.
The person will be able to receive: urgent treatments (if life is in danger or an urgent threat to the person’s health is present), treatments for conditions which in time might cause further damage to health or a threat to life, assistance during pregnancy and maternity (all examinations and check-ups during pregnancy, including termination of pregnancy), the protection of a minor’s health, mandatory and advised vaccinations, preventive care, diagnosis and treatment of infectious diseases.
Italian law prevents healthcare professionals (doctors and hospital workers) reporting immigrants without documents. Everyone is entitled to healthcare and will be treated in hospitals even if not in possession of a residence permit.
After the first visit, a person will be asked to fill out a dichiarazione di indigenza, (declaration of insufficient funds), a document in which one declares they not to be in possession of sufficient means to pay for treatments. An STP code will be given, with which it will possible to request a Temporary Health Card from the Registrar of the district of temporary residency, with which it will be easier to access health care in the future. The Temporary Health Card is valid for 6 months and is renewable.
