One year has passed since the enforcement of Articolo 38 of Legislative Decree 165/2001, paragraph 3) according to which “the majority of non EU citizens in Italy are admitted, by law, to take part in concorsi pubblici for all civil service jobs”.
This means that those in possession of an UE permit, long term permits, international protection (refugees or subsidiary protection), their relatives and relatives of EU citizens can access these concorsi and work opportunities.
However, many national, regional and local public administrations still do not conform to the new law as they consider the Italian citizenship as a fundamental requirement to access the competition. For this reason, ASGI has recently asked the Presidency of the Council of Ministers to fully enforce the regulation by sending a letter and shedding light on how administrations had so far failed to enforce the law.
